1) Purpose: To regulate training services so programs are based on real client needs, delivered by qualified trainers, achieve measurable outcomes, and comply with impartiality, conflict-of-interest avoidance, and confidentiality.

2) Scope: Includes public courses, in-house training, specialized workshops, awareness training, implementation training, and internal auditor training.

3) Training principles: content relevance, quality materials, trainer competence, effectiveness evaluation (pre/post as needed), continual improvement, and confidentiality.

4) Training Needs Analysis (TNA): define target audience and baseline knowledge, set clear objectives, and agree measurable expected outcomes.

5) Program design: learning outcomes, agenda and timing, practical activities (case studies/workshops), support materials, attendance requirements (if any), and the evaluation plan.

6) Delivery: trainers follow the approved plan and use interactive methods (realistic examples, exercises, Q&A). Quality may be monitored by an internal coordinator when required.

7) Evaluation and effectiveness: trainee satisfaction forms, pre/post checks (as applicable), trainer/content evaluation, and optional follow-up impact measurement when agreed.

8) Training certificates: attendance/completion certificates are issued under clear controls. “Professional accreditation” certificates are issued only when the program is part of a qualified scheme with documented assessment and published pass criteria.

9) Impartiality and conflicts: training must not be used to influence audit outcomes or granting decisions. Training activities are separated from evaluation/granting decisions.

10) Training complaints: handled under the complaints policy.
